云游君 4503ea41f1 feat(ios): add random recipe decisions to the library (#188) ...

Keep four primary tabs and open shared random decisions from the recipe library.

Reuse animated cards and current filtering, preserve library browsing state, and prioritize recipe names at accessibility sizes. Install Swift explicitly for Linux CI.

Validated locally with 213 App unit tests and targeted iPhone/iPad UI regressions. Lint, typecheck, build, Web tests, Swift core tests, and file roundtrips passed in CI. The full remote iOS suite was still running at merge time.
